Just to clarify something here.  Job is correct so I'm not disagreeing with 
that, but simply wanted to point out this part:

" purchase of any Oracle software license or Support contract"

The OP highlighted "EMGC is free to use in combination with licensed database 
installations".  Other than the fact that we're mixing product names since it's 
now CLOUD Control as opposed to Grid Control (and as Job mentioned there are 
changes in the licensing between those two products), it's not specific to 
customers that have DATABASE installations.  It's "any Oracle software license 
or Support contract".

I meant to add that people tend not to read it because it is buried at the back 
of the licensing guide, instead of upfront where it would make the most sense.
