If you are on version 12.1.0.4 or higher, the upgrade process to EM13c is
very simple and straight forward. You will still want to run an EM
Diagnostics to collect information about what plugins you have. With the
extensive changes to the EM infrastructure, plugins require updates and not
all plugins are available yet.
The second reason for running the diagnostics is to see what versions of
agents are out in the environment, if there are any inconsistencies in the
repository that need to be addressed, etc.
