looks like it can not be found in MOS or the documentation.
I have found it in the archive:

Looks like a typo in the parameter's name in the MOS article - it should
have been is_recur_flags rather than is_recurS_flags.

Error report -
ORA-02065: illegal option for ALTER SYSTEM
02065. 00000 - "illegal option for ALTER SYSTEM"
*Cause: The option specified for ALTER SYSTEM is not supported
*Action: refer to the user manual for option supported
