Hi Karen, I think the OP said this query was coming from Peoplesoft so he 
couldn't change it - that eliminates the options of using literals or hints and 
leaves him with either a stored outline or SQL profile or modifying the view 
and then dealing with any side effects that may have for other queries that use 
the same view.

I think the million dollar question here is - why is the CBO using the default 
5% selectivity?  Why isn't it calculating the selectivity based on the peeked 
bind value like it's supposed to?
