RFID make sense for final end-use products and shipping, but who determines what the final end-use actually is?

For the Sand and Gravel company, is it their end-product? How is anybody going to tag Sand and Gravel in the first place? Is it the raw portland cement made by the cement compnay? Is it the mixed cement using the sand and gravel, or the asphalt made by the paving company? Is the RFID a combination of all existing FRID's in all the composite products? Imagine what something like a car would have then.

Is it the rolls of aluminum sheeting, or the aluminum can? Could it be the aluminum wiring? What happens when the product is recycled?
