Well we solved it

Al the help got us in the right direction only it was something totaly else

We use tar files for our server installes dus the version of solaris changed
from 8 to 10 on the server. After a relinking of all oracle files the
problem was gonne.

The wierd thing was that everything worked except the dbms stuff.

 While I don't have experience with this particular issue, based similar
issues though I would *guess* that your sys/system packages are either
corrupt or uncompiled for whatever reason. I would start by running
utlrcmp and if that doesn't work rerun catalog, catproc, and utlrcmp as
sys. Depending on the version deleting database statistics has been known to
help with this type of issue on occasion.
