There are no licenses required for Data Guard - it is included with Enterprise 
Edition of the database and you can do log shipping on your own in Standard 
Edition.  I believe the only licenses associated with Data Guard are the 
Database licenses required for the standby server, and in 11g a separate 
license is required specifically for the new Active Data Guard feature.  Here
