I am talking about synchronization if terms of redo log records. 
Simply put, a third party performing failover needs to know if standby
is in sync or not.

If DG is configured in maximum protection mode then fine. However data
protection either jeopardizes availability quite a lot or one has to set
more then one standby on separated hardware. 

If DG is configured in maximum availability mode(note the word
*availability* but not *protection*)  then data protection will be
jeopardized (scenario if primary crashes while standby is down)  The
real issue is that the third party is never sure about if standby lags
or not.
If it would then it was possible to proceed with failover or cancel it
if data protection is a "must be"
