Data Pump schema mode import

Dear list,

It's my understanding that the schema will be created if it does not exist
before a data pump import.
If that is true, why the impdp command below failed and I had to create the
schema for it to work?

$ impdp system/xxxxxx SCHEMAS=TSDBA \
