I am nearly 100% positive that Oracle has released a certified Windows 7 Oracle
client within the last 2-3 weeks - it is an 11g client. Have you checked the
Oracle Support page recently?

Windows 7 is not yet supported.
Manual installs work.
Silent installs via response files do not.
