You can click around the Store and simply look at a few different options

Oracle Database Personal Edition $101
Each of those come with Support but of course you are not necessarily going to
get to patches for products you do not have licensed.
The real question of course is why are you looking for the cheapest way to get
access to Oracle Support? Is it just so you can look at Oracle Support
Documents or are you trying to get patches?
