You might check out Red Gate. Their Schema Compare product can produce a
script to generate objects similar to a Data Pump metadata only, but you can
review & edit the script. I’m honestly not sure about case sensitivity, as I
haven’t had to deal with it, but there are plenty of parameters that can be set
when comparing schemas.
There’s a 30 day trial (IIRC), so aside from a sales call or 2, it might even
be free.

And restricted access. (Sensitve personal data.)
And air-gapped.
