The only one I can remember with 23 bytes ITL at the moment is Oracle 6 on 
MSDOS - but then, that version also allowed for 512 byte block sizes, so 
every byte mattered.

| Only exception I ever encountered was on Novell (Oracle7) were ITL size 
is 0x17 (23b).
