the OGI stack is for free when used :

Installed on Oracle HW with premium support
Installed on Oracle Unbreakable Linux with Support, aka Oracle Linux with 
support contract from Oracle, aka no cost if done on above
Installed under any Oracle software with yearly Support contract, aka 2% paid.

Then OGI no cost,

RAC License only needed when you create a database with RAC enabled, aka 2+ 
active nodes/instances.
Even creating a standard Single instance DB on OGI does not imply RAC license.
