RE: CRS installation issues

It is working fine now after doing the following steps:
Change the permission on file /etc/oraInst.log
Apply the patch 10.2.0.3 on CRS (this is must before installing
database)
Anyhow now all the services are running and database is up. Enterprise
manager agent is running on both the machines but I am not able to
access the EM from browser and it is giving error "server not found".
What can be the possible issue? (Is there any document that can be
followed to reinstall EM agent)
$ emctl status dbconsole
TZ set to US/Eastern
Oracle Enterprise Manager 10g Database Control Release 10.2.0.3.0

Note:392605.1 says "The /etc/oraInst.loc is pointing to a wrong
location".
Others report that the file has wrong permission.
Note:316817.1 says you can turn on tracing by setting SRVM_TRACE.
