If you want your environment _stabe_, first thing after
creating/migrating to 10g database is do drop this job. In fact, it
should have be called mess_up_my_environment_while_nobody_looking.
This is yet another poor naming standard in Oracle. ;-)

Good idea - this is on 10.2.0.2 and I'm using the automatic, default
gather_stats_job so far, which automatically gathers histograms, so I'll
play around with deleting them on the tables involved and see if that
helps.

Do not collect histograms on tables. I.e. use 1 backet only.
