Agreed. In this case they are proposing this for all Tier-1 systems, including 
financial systems and I don’t think they appreciate the scenarios where there 
could be significant data loss. Interestingly, the Tier-2 and Tier-3 systems 
will be backed up as they are on a different architecture.
