Of course, they'd have to cover their rear-ends fairly well, have
several different companies in the biz, only use a few people's
identities from each background check, use people from various
geographical locations, etc. Guage or otherwise rate the people being
checked on their likelihood of being a victim already (due to bad
security habits, etc.) and target those people to decrease the
possibilty that it tracks back to them.
Sure seems ripe for abuse.
