Generally, the easiest way to do this is to create a profile which puts a limit 
on PASSWORD_LIFE_TIME and then assign users that profile.  The Oracle 
Administrator's Guide has a section on setting this up.

The 8.1.7 Administrator's Guide suggests that the DBA should
force users to change their passwords periodically.  I cannot, however,
find command in the SQL Reference which automates this function.
Am I missing something?
