According to the figures below, you're getting about 30MB/sec, which may be all 
your tape drives can support, depending on the model and compression.

We seem to be having some dismal performance with RMAN and NetBackup.

308G in 3 hours with two tape drives and 9940 media.

The speed is not looking good.
