What about creating using with DBA as a not default role?

At the session level, DBA role will have to be set.

Then audit role.

in my previous job i used to work for a large multi-national FI, they
_exclusively_ audited DBAs. db auditing plus all commands run on unix were
logged as well, but other application owners/users were excluded from
auditing.  :)
