Locking down DDL would wreak havoc on some systems, so you
would have to be pretty careful about doing so.

SAP for instance has it's own mechanisms for moving DDL through
the developement lifecycle, and locking down DDL would break it.

Those of you in an SAP environment know it is rarely static.
