I think you are on to something. What do you mean when you said you ran
add_privilege for your id?
What is your id, and was it both connect and resource?
When you say my exact code, do you mean you ran the code example to create the
ACLTEST user - in a new database?

I ran your exact code sans the changes for smtp domain and from/to address in
my environment. I did get following error,
ORA-24247: network access denied by access control list (ACL)
Which I fixed by running DBMS_NETWORK_ACL_ADMIN.add_privilege for my id. Then
just a call to stored procedure sent a nice email to mailbox.
