From my recollection - the term "server side procedures" comes from way
back and not limited to Progress at all. They were originally intended
to solve the issue of sending so much extra data over the network and
also having to collect data through the network and execute a client
side procedure or process on the data. This was when a 10 MB local
network throughout the building was eccentric. In those days the server
side procedures were normally Pro*C or OCI programs linked into the
server programs binary.
I believe that "server side procedures" is a term related to the use of rman scripts therefore A would be the answer. Answer B would be correct for stored procedures.
