The zip file will download just fine. If you click to the html format page
of documentation and try to download the batch of pdf there, at this writing
it still bounces to the beta required screen.
I expect that will go away soon. Individual pdfs will download from there,
but I thought most folks would want the whole zip file.

There seems to be a slight delay getting the link to the documentation
pointed to the right place with the 12c documentation set.
The blog and OTN are a little more clear on the release terms, and the blog
entry has a link to a huge slide show.
If you do not have the beta documentation set, it probably makes sense to
wait for that before you actually try to kick the tires (IMHO),
but the software is there, both on edelivery and OTN.
