Thanks Pete!  I'm not sure if other people consider the OTN license for EM12c 
an issue in their environment or not, I've just always found it better to be 
safe than sorry where licensing is involved.  

Because  other products like Oracle XE 11g have their own dedicated OTN license 
terms  
(http://www.oracle.com/technetwork/licenses/database-11g-express-license-459621.html),
 and the EM12c 12.1.0.3 download is under the default OTN license with phrases 
like "use the programs only for the purpose of developing, testing, prototyping 
and demonstrating your application, and not for any other purpose" and "If you 
... want to use the programs for any purpose other than as permitted under this 
agreement, you must obtain a production release version of the program by 
contacting us", I feel like I have to take the click-through license at its 
word and consider OTN downloads as suitable for a lab/sandbox/proof-of-concept 
environment but not as an acceptable source for my production system.

I know I've seen other Oracle folks state that various downloads from edelivery 
vs OTN are bit-for-bit identical. I'm probably being overly pedantic here and 
making a distinction without a difference.
