Correct.  When I installed the pre-Production release it already had the 
12.1.0.4 DB plugin so it's been there since 12.1.0.3 shipped.

I did a fresh install of Cloud Control 12.1.0.3 today, based on files 
downloaded from edelivery on Saturday.

This is from the Oracle Inventory 10 minutes ago - saved form the runInstaller

If DB Plugin 12.1.0.4 is not out, then I have no idea what was installed?
