I’ve checked the preugprade log doesn’t say anything about streams.
So do we just proceed with the following?
1) drop the users CDCSUB, CDCPUB, CDCADMIN cascade
2) run the upgrade to 19c - note 2465071.1

Yes, I’m about to test this but was hoping that someone who’s gone through the
pains would share me their insights.

Which is rather surprising as I had forgotten all about streams and CDC.
I’m now thinking we do the following:
1) drop streams per 1940098.1
