11.2.0.4.10 on Windows Memory Leak

The majority of you are probably not running on Windows but here is a
little PSA. Don't apply bundle patch 10 for 11.2.0.4 on Windows. There is a
major memory leak problem with it for the oracle.exe process. See Note
1952786.1. In fact don't apply patch 10 -13 as there is also problems with
database links in 11-13. See note 1970666.1
I am waiting to see if patch 14 coming out soon will have the fix for
both. I am so frustrated with the lack of support and testing for systems
on Windows.
