It was not a name resolution problem. I had issued an 'alter session set
current_schema=strain;' which I failed to show in a few emails. Sorry about
that.
It was definitely the Bug cited.

Are you sure you are logged in with the user STRAIN?, seems like you are
dropping another view and not the one owned by STRAIN user.
