10g commandline create DB failed

Hi All,
Everything worked fine. I did drop the old db and trying to recreate new DB.
Now it is not connecting to idle instance.
What could be wrong? Sunday evening, I couldn't think anything. Any help would
be highly appreciated.
[oracle@linux1 10g]$ export ORACLE_SID=testdb
[oracle@linux1 10g]$ sqlplus /nolog
SQL*Plus: Release 10.1.0.2.0 - Production on Sun Aug 8 19:22:00 2004
Copyright (c) 1982, 2004, Oracle. All rights reserved.
SQL> connect / as sysdba
ERROR:
ORA-12547: TNS:lost contact
