Wrong. It is a closed system. No one inputs anything to MS on
their APIs.

Wrong, it is about published APIs decided by community or
committee.
Those published APIs allow for independent, interoperable
implementations.
Only MS interoperates with MS, save a few exceptions where they
felt generous (not).

standards which MS olympically ignores or, worse, 'embraces and extends'.
