Lisa, it you should have the following configuration:
#TNSNAMES:
ASM.FFCI.COM  =
  (DESCRIPTION =
    (ADDRESS_LIST =
      (ADDRESS =3D (PROTOCOL =3D TCP)(HOST =3D floex0cwdev01)(PORT =1521))
    )
    (CONNECT_DATA =
      (SERVICE_NAME = ASM)
    )

#SQLNET:
NAMES.DIRECTORY_PATH=3D (TNSNAMES, ONAMES, HOSTNAME)


Then, test the TNS descriptor locally (Make the files ~/.sqlnet.ora 
and ~/.tnsnames.ora) using tnsping and sqlplus. When it works,
then you can put in the parameter local_listener. If you have domain
(NAMES.DEFAULT_DOMAIN ) in sqlnet.ora , then it must be a part of the
tnsnames.ora descriptor name, or the things will not work. Welcome to 
the Oracle*Net configuration nightmare.
