Sarah,

Sounds like:
- A lack of "knowledge transfer" between whomever is stuck with creating the
response files for the various editions/versions.
- Job security for the DBA
- same old dbca

Feel free to create your own response files and copy them to your
centralized installation location or burn them to CDROM or DVD (whatever
keeps your boat from capsizing).

dbca has usually wanted to place files under the ORACLE_HOME and not under
ORACLE_BASE/admin - it did that in 10g R1.
