'Switching responsibility' closes all open forms

Hi,
Have migrated from single tier to multi tier configuration of oracle
applications.
If a form is open and data is retrieved, this open form is closed
if I navigate to the menu form and click on switch responsibility.
Have started using Forms servlet after migrating to multi tier architecture.
Is this normal behaviour ? If not, has anyone experienced this before and
how can it be solved.
Forms version is 6.0.8.25.2
