R12- turkish characters cannot be displayed properly on reports

Hi all,
succesfully installed R12 on windows 2003 server with utf8 characterset and
Turkish as additional language; but i realized that when i run reports turkish
characters can not be displayed in report outputs, but when i query data from
database or when i log in with Turkish language to ebs, there's nothing wrong,
so what may be the problem? maybe additional configuration for reports server?
Any idea?
