When you changed the APPS, APPLSYS, and APPLSYSPUB passwords using FNDCPASS,
did the log file contain these lines?

FNDCPASS was not able to decrypt password for user 'APPS' during applsys
password change.
FNDCPASS was not able to decrypt password for user 'APPLSYS' during applsys
password change.

If so, take a look at:
