I just quickly checked the conversation, sorry if that was mentioned already..
What the error message actually says is: your FND oracle user password could 
not 
be decrypted using the apps password. (those passwords are stored encrypted 
with 
APPS password in table fnd_oracle_userid and decrypted when needed).
As you are not actually giving the full sequence of the actions taken There are 
some options:
1) either you changed apps or applsys password using "alter user" not FNDCPASS
2) or you changed FND user password using "alter user" not FNDCPASS

If you could provide the log file of FNDCPASS command where you changed the 
APPS 
password it should contan list of users where decryption was not possible.
So please provide more info if you expect to get help here.
