Camp Fire in Northern California was complicated.  Drought, too many people 
"living off grid", not enough wells, no fire prevention i.e. clearing of brush, 
tiny, winding singular road in and out of town.   Oak and Conifer trees dry as 
toast.  PGE running power to homesteads where homesteads should never have been 
built, lack of planning/ permitting for feasibility, lots of people without 
financial resources in this area, poor city management, no rain, bad luck.  
Hard to know whom to blame...the perfect storm, and it was....

Wow 14000 homes. Good job we are not packed in quite so squeezy.
I gather much of your problem stems from planting Eucalyptus. Here it is 
endemic and requires fire as part of the natural cycle to propagate, 
unfortunate for those trapped.
