Because that 10-15% audience is in addition to the 85-90% that is cable or satellite. This still gives them a 10-15% advantage over cable channels in the eyes of advertisers. Without this advantage they might just be middlemen for the networks, too easy to bypass.

Not enough advertising to support the networks?
Maybe they will all just become cable channels when OTA goes away...
