I, like Mark, was very involved in the A74 process. Let me be more direct;
knowing what we knew at the time, the recommended practice was very
marginal. Add to that the body of information contained in the studies
published by Charley Rhodes, A74 is simply unsatisfactory.

Speaking for myself...

It is a start, and I was very much involved throughout the process (one
of the subgroups being "sensitivity", not your traditional type :^) ).
Old potatoes. "Recommended Practice", not a requirement. Falls short in
some areas (where is the multi carrier spec for example??), many which
are quite important. It is a start, and not a bad one. I would argue
"not sufficient" to want to codify as a requirement. BUT....it is NOT
what we have been asking the FCC to do. As a matter of record, we have
been asking CONGRESS to DIRECT the FCC to do something (minimum
performance requirements). The FCC is supposed to be an agency that
reacts to such direction. We will see...
