I, like Mark, was very involved in the A74 process. Let me be more direct; knowing what we knew at the time, the recommended practice was very marginal. I would argue "not sufficient" to want to codify as a requirement. BUT....it is NOT what we have been asking the FCC to do. As a matter of record, we have been asking CONGRESS to DIRECT the FCC to do something (minimum performance requirements). The FCC is supposed to be an agency that reacts to such direction.
