They do allow third parties to use their 5th gen chipset, but only as part 
of LG's complete RF front end block assembly.  Therefore, if you want the 
5th gen chip, you take LG's crappy RF front end to go with it.  (Or try to 
lift the chips off of the thousands of assembled units you buy from LG to 
stick into your own RF design.)
