I really don't see this happening, anymore than economically disadvantaged people still listening to LPs because they can't afford a CD player. These are just not credible scenarios. After analog shutdown, DTVs will pervade the store shelves and prices will tumble even faster than now. The deal with the hispanic station losing 38 percent of its audience when they shut down analog is very simply an indication of how too many people fall for the hype of the trade journals. The stations simply screwed up, that's all. They didn't do their homework before assuming their OTA service was superfluous. That hardly the FCC's fault. It's the station's fault.
