I think you are exactly right ... but I also
think it will never happen. I suspect that it would not be a big
deal if the date were March 7, 2024.

The right way to do this is to stagger the turnoff by money:
there would be an increasing license fee, year after year,
based on the total population inside the coverage area,
for each station. For NYC, say, it would reach $100,000,000
per station per year by say 2019.
