I'm not so sure, Alan, that the BBC Trust and OFCOM could fully agree with you and Cliff, at leeast as pertains to the desires of the BBC. I note that the recently-shot down proposal wasn't to provide local news coverage over the air, but to do it via "local web sites." Sounds to me (too) like using the licence fee to not develop and produce standard and innovative over-the-air content, but to use funds grabbed at "gunpoint" (taxes) to supplant the development of commercial web sites and to try to advance the decline of newspapers.
