"Manufacturers and carriers" are not the ones who would be "providing" any
service. In this case, it would be the broadcasters. The manufacturers would be
able to demand a small one-time fee for the ATSC 3.0 capability, but what else?
This isn't about the cellcos erecting their own ATSC 3.0 towers, I'm pretty
sure.

No antennas, maybe, at low spectral efficiency settings, if you're close enough
to the now-lower-frequency TV stations.

I keep seeing this hyper-local hype repeated, but still don't know what it
means. Are they saying that these alerts would only reach a small subset of
receivers? Are they assuming that your receiver would be programmed, for
instance, to join certain IP multicast groups automatically, based on its
location? If so, offering this type of feature requires more than JUST ATSC
3.0. The manufacturers have to write software that makes the phones join
specific multicast groups based on exact location, and then broadcasters would
have to broadcast the multicast group address pertaining to locations around
the market area. Then, using GPS, the phones could join the multicast group for
the location. Sounds kinda silly. Is this credibly better than what the TV
stations do now?
Better yet, I wish those who like spreading hype would explain exactly what
they mean. Only then can we expect the vague nonsense to stop.
