From my position 34 km away from a 32 Kw transmitter, i see no difference between 16 QAM and 64 QAM channels, and i am not hearing to much complaints about 64 QAM. So i think its really a problem tied to the low transmission power. Possibly a prerequisite for getting the official go ahead for the experiment.
