You're absolutely right.  After strolling down memory lane, and reading the 
exchange of letters between Mr. Tawil of the MSTV and Mr. Jennings of 
Broadcast Technology Ltd., it was clearly MSTV's responsibility to submit 
receivers to CRC for testing, and interpret the test results from the CRC to 
choose which receiver to use in the field trials.

It was MSTV's fault for not choosing several receivers of each modulation 
type, and it was MSTV's fault for not noticing or acting upon warnings that 
their early raw data was askew.

However, it just goes to show once again that the unit that performs best in 
the lab isn't always the one best suited for the real world.

Apples are for eating, after all.
