Consider this:

"...equipment solicited from manufacturers..." does not mean  
solicited by the CRC.
"...for use in this program..." the program referred to is the MSTV/ 
NAB testing, and not the part CRC was hired to do.
"The parameters of the COFDM system were chosen..." does not mean  
they were chosen by the CRC.
"Laboratory testing...was initially performed to select the best  
equipment available..." does not mean CRC was making that selection,  
or even making a recommendation.

If you run a lab, and someone comes to you and hires you to test 3  
different apples for size, weight, gloss, and visual appeal, do you  
then report back that apple 'B' had a worm in it and therefore wasn't  
worthy of these tests?
