What can you provide that shows that the CRC was the group that  
selected which receiver(s) would be used for the field tests?  To me,  
this sounds well beyond what the CRC's mandate would generally be,  
which is TESTING.  They may have made recommendations, or perhaps  
recommendations were assumed from the test results, but did they  
actually SELECT the receiver model to be used??

The CRC would have been hired (or utilized) to put receivers through  
a battery of tests.  Who determined what would be included in the  
suite of tests?  What test would have showed the open front-end of  
this unit?  Was a test like that part of the suite?  If not, why?  Is  
it a test that would normally be applied?  Was it specifically left out?
